Papuvet Oy has been selected as the provider of small animal emergency services for the Tampere Regional Environmental Health unit and the Pirkkala-based Environmental Health Authority Pirteva. The procurement contract was awarded on the basis of overall economic advantage, determined by the evaluation criteria and weightings specified in the tender documents. Papuvet achieved the highest total score in the comparison and was chosen as the contracting partner.
The contract period begins on 1 January 2026 and will last for 36 months, with the possibility of two additional 12-month option periods. The agreement covers the Environmental Health areas of Tampere and Pirkkala. The Tampere area includes the municipalities of Tampere, Orivesi, Juupajoki, Kangasala, Pälkäne, Valkeakoski, Akaa and Urjala. The Pirteva area of Pirkkala covers Pirkkala, Nokia, Ylöjärvi, Lempäälä, Vesilahti and Hämeenkyrö.
The service includes the provision of small animal emergency care outside regular office hours for all residents within the contract area. The duty is to fulfil the municipality’s statutory obligation to secure urgent treatment for small animals in accordance with the Animal Health Care Act. Emergency services will be available Monday to Friday from 15:00 to 08:00, and around the clock during weekends, public holidays and holiday eves. Public holidays include, for example, New Year’s Day, the Easter holidays, May Day, Midsummer Eve, Independence Day, as well as Christmas and year-end holidays.
Papuvet is committed to ensuring that the emergency service is delivered with high quality, reliability and in full compliance with the current Animal Health Care Act. The company’s 160 m² premises are located in Pispala, Tampere, at Pispalan valtatie 2, 33250 Tampere. During the autumn, the facilities will undergo the necessary modifications to enable a functional and high-quality service. Papuvet’s operations will commence on 1 January 2026, with the goal of providing accessible, professional and affordable veterinary care for animals and their owners every day of the year.

On 16 June 2025, the Supreme Administrative Court issued an interim decision prohibiting the enforcement of the Market Court’s ruling to the extent that it would have obliged the City of Turku to launch a new tender for small animal emergency services. This means that Papuvet can continue its operations as normal until the SAC issues a final ruling or decides otherwise.
Papuvet considers the City of Turku’s decision to appeal the Market Court’s ruling important and is pleased that leave to appeal was granted. The decision ensures that the current contract remains in force and that services will continue without interruption for clients and their pets.
Our emergency clinic in Raisio will therefore continue to operate as usual every evening from 16:00, as well as around the clock on weekends and public holidays. The service is provided by an experienced and highly skilled team whose professionalism has been widely praised by both clients and colleagues in the field.

Our small animal emergency service in Raisio has launched as planned, and the reception from both pet owners and professionals in the field has been overwhelmingly positive. We are committed to providing timely, expert care that takes into account each animal’s individual needs.
Recent public discussion has focused on a decision by the Finnish Market Court regarding the procurement of emergency services for the City of Turku. We want to clarify that this case concerns a legal disagreement between the City and another service provider, and Papuvet is not a party to the dispute. The decision does not concern our operations or the quality of the service we provide. The content, standard, or continuity of emergency care has not been under review.
Papuvet’s emergency service will continue as normal under a currently valid agreement. We provide care at the Raisio municipal veterinary clinic every evening from 4 p.m., and 24 hours a day on weekends and holidays. Our experienced and committed emergency team has received extensive praise, and we remain fully focused on ensuring accessible and high-quality care when it is needed most.
Although the Market Court decision was disappointing and creates uncertainty for future procurements, it is important to note that the ruling did not question Papuvet’s credibility or our ability to provide quality services. This gives us a strong foundation to continue developing our operations. We believe there is space in Finland for new, agile, and patient-centered providers that put animal welfare first.

Papuvet is proud to announce a cooperation agreement with Pet-Vet, a completely domestic and veterinarian-led clinic in Turku. This collaboration offers significant benefits to both patients and their owners, ensuring a high-quality and comprehensive chain of care from the emergency room to further care.
Pet-Vet has established its position as one of the leading veterinary clinics in the Turku region, and the recent large investments in new facilities and operational development strengthen this position even more. In the near future, the clinic will start a comprehensive day hospital operation, which will offer extensive diagnostic and treatment options for patients of all sizes. This means, for example, versatile imaging and laboratory services as well as demanding surgical and special care services in internal medicine.
The cooperation between Papuveti and Pet-Vet enables patients treated in Papuveti's emergency room who need further examinations or follow-up treatment to be referred directly to Pet-Vet. Continuity and smoothness of treatment are at the center: all patient data, treatment history and necessary information are easily transferred between clinics, which guarantees the best possible treatment for each animal.
The aim of the cooperation is to combine the strengths and expertise of both actors, so that animal care in the Turku region would be of higher quality, easier to reach and more comprehensive. Papuvet and Pet-Vet work together to ensure that every patient gets exactly the help they need at the right time – from the emergency room to specialized medical care.

Papuvet has entered into a cooperation agreement with Triolab Oy to ensure high-quality diagnostic services for its emergency patients. As part of the cooperation, analysis equipment for hematology, clinical chemistry and immunochemistry will be delivered to Papuveti. These devices can be used to perform comprehensive and accurate laboratory tests according to the needs of emergency patients. This significantly improves the information available to support treatment decisions, which is especially important in urgent treatment situations.
Triolab Oy is a Finnish specialist company founded in 1986, which specializes in the sale and technical support of clinical diagnostics, medical and natural science research, and industrial products. The company's headquarters and warehouse are located in Turku, and regional offices are located in Espoo and Tampere. Almost 50 experts work at Triolab, and the company's turnover is over 20 million euros.
The cooperation with Triolab is a significant step in the development of Papuveti's operational capabilities, and it ensures that the on-call operation at Raisio starting on January 1, 2025 meets the highest quality and patient safety requirements.

In November, the Founders of Papuvet participated in the Finnish Veterinarian Days, which are the most significant annual event in the field in Finland. This year, the theme of the lectures was the most common emergency surgeries and neurological diseases of small animals. In addition, the event offered an excellent opportunity to network and meet several future partners and suppliers.
Participating in the event was part of Papuvet'‘s preparation for emergency operations starting in January 2025. The event confirmed the company's capabilities to offer high-quality emergency assistance at the start of the new contract period.

Based on a tender, Papuvet Oy was chosen as the service provider for the small animal emergency service, which will start operations on January 1, 2025. The emergency service covers urgent basic first aid on weekday evenings, weekends and public holidays, and the service is provided according to the municipality's veterinary tax. Emergency services will move to Raisio, Kappontie 4. The annual cost of the service is approximately €650,000. The new contract makes urgent emergency first aid more affordable for the customer than the current contract period.
